TCEQ Chapter 115 Rule The TCEQ Texas Commission on Environmental Quality has newly imposed the HRVOC, Highly Reactive Volatile Organic Compounds Chapter 115 Regulation. This law mandate compliance for non-attainment areas, which will vigorously begin to regulate emissions through on-line destruction reporting of targeted compounds such as Ethylene, Propylene, 1,3 Butadiene, and Butenes.
This new mandate is driving industries and the EPA to seek out emerging technologies and green solutions for handling these scrutinized products. The GRS together with existing flares, and newly imposed on-line measurement devices, will begin to help meet state and federally mandated ozone attainment and emissions cap compliance. With the GRS, total product recovery and reclamation allows controlled flaring and incineration during VOC destruction.
Ultimately reducing emissions will lessen the ever-rising operating and permitting costs mandated by these regulations.
"The ruling by the TCEQ specifies that the QA-Plan has to be submitted before April 2005, sites must start measuring HRVOC and BTU contents by the end of 2005 and be in emission cap compliance by April 2006."
